‘Collecting Our Future’ Media Campaign Opportunity

Spark! Youth Forum (aged 13-25yrs) has received landmark funding from Arts Council England to lead a two-year Young Cultural Changemakers Programme featuring three youth-led innovative projects across Chelmsford during 2025-7.

This opportunity relates to the delivery of the first project, ‘Collecting Our Future’ which has been developed in collaboration with the Museum of Chelmsford.  ‘Collecting our Future’ invites us to explore whose stories are currently represented in the Museum of Chelmsford’s collections and to consider how future acquisitions can better reflect the rich diversity of voices across our district.

Summary of opportunity

We want to commission a media agency to develop a citywide and targeted campaign to reach audiences across Chelmsford to;

●       Raise public awareness of Chelmsford’s creative investment and the Collecting Our Futures project by showcasing its collaborative, civic-led co-creation approach and inspiring visible excitement and engagement across the city.

●       Effectively engage Chelmsford’s diverse communities—especially those historically underrepresented—through culturally sensitive, inclusive methods that encourage broad participation and authentic sharing of perspectives.

Deliverables: Campaign Strategy, Community Consultation Plan, Campaign Assets & Toolkit, Evaluation Criteria 

Contract Timeline: We anticipate this project starting on Monday 1 September and the campaign going live before the end of October and running until February 2026. The contract will end on 1 March 2026.

Commission fee: £12,000 including VAT

In feedback from other commissions we have received, we run a two-stage process to ensure that we minimise the amount of work we ask agencies to undertake for free in preparing bids.

First stage: Please email your completed EOI to hello@culturechelmsford.org.uk by Monday 11 August at 9am.

Second stage: by Monday 18 August at 9am. If shortlisted, you will be informed by Tuesday 12 August to submit a fuller bid in advance of an interview where we can discuss your approach in more detail. Full bids mush be received by Monday 18 August at 9am. Interviews will be held on Thursday 21 August in person or online.
